In the ongoing effort to combat building defects in New South Wales (NSW), the Strata Building Bond and Inspections Scheme (The Scheme) has emerged as a pivotal eight-stage strategy. The initial step of The Scheme – lodging the building bond, is a responsibility entrusted to the developer.
In this article, we will walk you through the essential steps, ensuring that you can confidently navigate this first phase of the scheme.
Registering in the NSW Planning Portal
1. Register the project in the NSW Planning Portal
2. Provide the bank with the last page of the Building Bond Report (appendix D) we have prepared on your behalf for their signing.
They will issue with a bank guarantee or bond: it must contain the reference number issued by the NSW Planning Portal.
Uploading Documents
Upload the following documents to the NSW Planning Portal:
- Copy of the Building Bond;
- Pages 1-4 of the Building Bond Report we have prepared on your behalf;
- The contract between developer and builder;
- Written warranties;
- “As-built” or “issued for construction” drawings including specifications;
- Schedules of samples (being fixtures and fittings);
- All development consents, approvals, or certificates granted under the EPA 1979;
- Fire engineer report including any possible alternative solution report (if applicable);
- Certificates relating to the design of the building work required in connection with an application for development consent, and approval under the EPA 1979;
- Reports obtained by the developer relating to the inspection of the building work.
Delivering Documents
Deliver the original copy of the building bond to Fair Trading by one of the following options:
a) Courier:

b) Express post:

Please make an appointment with the SBBIS team and give more than 2 days’ notice.
