Sustainable Building Practices in NSW
As of October 1, 2023, non-residential developments are required to include an Embodied Emission Material Statement with their Development Application (DA) submission. This requirement falls under the Sustainable Buildings State Environmental Planning Policy (SB SEPP), a comprehensive policy framework designed to foster sustainable building practices and mitigate the environmental impact of the built environment in New South Wales (NSW).

What is an Embodied Emission Material Statement?
An Embodied Emission Material Statement is a crucial component of the DA submission process. It involves disclosing the quantities of key materials used in the construction process and their associated embodied emissions. This information must be provided at both the development application and construction certificate stages. Additionally, it is required when applying for a residential complying development certificate.
How Does It Work?
Embodied emissions are reported through the NABERS Embodied Emissions Material Form and later through the NABERS Embodied Emissions Tool. Here’s how it works:
- NABERS Embodied Emissions Material Form (until mid-2024):
- Applicants input quantities of key construction materials used in the development. This form is considered satisfactory for meeting regulatory requirements until mid-2024.
- While this form doesn’t directly quantify embodied emissions, it provides data for benchmarking and future targets.
- NABERS Embodied Emissions Tool (from mid-2024 onward):
- Applicants must use this online tool to disclose embodied emissions attributable to the development.
- The tool itemises building components and key construction materials, automatically converting quantities into embodied emissions factors.
- Embodied emissions are measured in kgCO2-e/m2 and calculated by summing up emissions from provided materials.
- Emissions factors are derived from Environmental Product Declarations (EPDs) where available. For materials without EPDs, conservative estimates are used, with a preference for process life cycle assessment data.
- The tool generates a reporting certification and itemized list of building materials, which must be uploaded to the NSW Planning Portal at relevant stages.
Applicants who previously used the NABERS Embodied Emissions Material Form should transition to the NABERS Embodied Emissions Tool if it’s live when preparing their construction certificate.
